𦈢 is listed by Wiktionary as a variant form of 缶, earthen jar. Here it, or at least part of it (per Henshall) is a pestle, and 卩 is a kneeling person, though I see it often as seal. Pounding something with a pestle makes it manageable, maybe and that's kind of like governing.
